08/09/2026 — COAM (the Madrid Official Association of Architects) announced, in a circular to its members, “COAM makes available to citizens and institutions the translation of the Italian law on fair remuneration for professionals”: a Spanish translation, commissioned by the association itself, of the Italian law Disposizioni in materia di equo compenso delle prestazioni professionali (Gazzetta Ufficiale no. 104, of 5 May 2023), together with its ministerial parameters, “for awareness of the situation in other European countries.” The publication follows communications held with COAM’s Fees Working Group, coordinated by Fernando Landecho González-Soto, 1st Member of COAM’s Governing Board.
It is relevant to HME/MEF for two reasons: first, because it confirms, from an independent professional-association source, the content of Law 49/2023 already cited as a comparative reference in the academic article and in the Legal Framework section of this site. Second, and above all, because COAM expressly states that, “following the mandate of its Assembly of Representatives, it will continue to press for the need to amend Spanish regulation to provide architects’ work with sufficient minimum fees” — while acknowledging that Spain currently prohibits both minimum fees (Law 7/1997) and indicative professional- association scales (Law 25/2009, the “Omnibus Law”), unlike Germany (HOAI) and Italy. COAM clarifies that it disseminates the Italian law solely for informational purposes, without it having any legal or indicative value in Spain — the same distinction between a “professional-association tariff” (which HME/MEF does not propose either) and a “legislative floor” that this site maintains.
