1. Purpose

This site (hme-mef.es / hme-mef.github.io) publishes the Minimum Equivalent Fees (HME/MEF) proposal: academic research, legal analysis, calculation tools, and documentation of the advocacy work carried out before various administrations. By using this site, you accept these terms.

2. Nature of the content

All content on this site — articles, legal-framework analysis, calculation tools, the advocacy timeline — is for informational, academic and political-advocacy purposes. In particular:

It does not constitute legal advice. For a specific situation, consult a legal professional.
It is not a fee scale or an official tariff. The reference “floors” (MEF and cost) calculated by the tools are a proposal for anti-discrimination minimums, not a fee that is currently in force or recommended. Each tool details its own caveats and limitations.
HME/MEF is, as of today, a proposal in the advocacy stage, not a rule in force — see the status of proceedings in Advocacy.

3. Content licences

The content of this site is distributed under a multiple-licence model, depending on the type of material:

Official third-party documents linked to or reproduced on this site (judicial rulings, regulation, the BOE, the Gaceta de Madrid, etc.) belong to their respective administrations or bodies and are cited for informational and verification purposes, in accordance with their public- sector information reuse regime.

4. Use of the calculation tools

The calculators on this site are free to use. Their results are based on the parameters and sources documented in their technical methodology, some of which are working assumptions, editable and open to debate. The author does not guarantee that the figures are permanently up to date (SMI, collective agreements, CPI) and assumes no liability for decisions taken based on their results.

5. External links

This site links to regulation, case law, academic articles and other third-party pages. The author does not control, and is not responsible for, the content of those external sites.

6. Accuracy of the information

The author strives to keep the information up to date and accurate, but does not guarantee its completeness or permanent currency. Each page shows its last-updated date. If you spot an error, you can report it through the contact form.

7. Personal data

The processing of personal data (for example, through the contact form) is governed by the Privacy Policy.

8. Amendments

These terms may be updated to reflect changes to the site or to applicable regulation. The date of the last update appears at the foot of this page.
