What this is, and isn't: this tool calculates, from the PEM, the building type and the scope of the commission, a band of objective references — a cost floor, an anti-discrimination floor (MEF) and two external value references (SEGIPSA, the Italian model) — for the professional to check their own quote against. It is not a recommended tariff, a fee scale, or a price to charge: each professional sets their own fee freely, and this band is only a starting point for cost analysis. The band runs from the MEF floor (the absolute anti-discrimination minimum) to the higher of the two external value references. A quote can reasonably fall anywhere within the band, or above it; below the MEF floor there is an indicator of undervaluation.
